ASP Julius Robinson of the Nigeria Police Force has become the only African police officer to feature in the Who’sWho Africa Bibliographical Compendium 2025, released by the pan-African publication The Time Africa Magazine. The annual compendium, widely regarded as a record of the continent’s most notable achievers, highlights individuals whose work is shaping Africa’s public life, security, and development.
The recognition was formally marked on 14 November 2025 at the Nigeria National Merit Awards House in Abuja, where Robinson was presented with a 300-page copy of the African great Book, a companion volume to the compendium. At the same ceremony, he was named Africa’s Most Outstanding Policeman of the Year, a distinction that reflects his influence on policing strategy and community safety in Nigeria.

Robinson’s career began far from the national spotlight. Born on 20 October 1974 in Kaduna State and raised in the Imburu community of Numan LGA in Adamawa State, he grew up without parents, a circumstance that colleagues say forged the resolve and discipline that would later define his work in law enforcement. His education took him from primary school in Kaduna to secondary studies in Jos and Yola, before earning a Diploma in Common Law from the University of Maiduguri and a Postgraduate degree in Cybersecurity from Novena University, Ogume. That combination of legal and technical training has shaped his approach to modern crime-fighting.
He joined the Nigeria Police Force on 4 January 1999 after training at Police College Maiduguri. Over the next two decades, Robinson worked across several of the Force’s most sensitive operational and intelligence units, including the Criminal Intelligence Bureau in Minna, the State Intelligence Bureau, the Special Anti-Kidnapping Squad, Cybercrime Units, and the Inspector-General of Police Intelligence Response Team.
His record is marked by a series of operations that have led to the recovery of illegal arms, the dismantling of inter-state kidnapping groups, and the disruption of armed robbery networks across Kogi, Rivers, Enugu, Anambra, Edo, and Delta States. He is often described as a careful planner with a methodical approach to intelligence work.
Robinson’s professional training includes courses in Israel on intelligence for security and election management, as well as VIP protection, and an intelligence analyst programme in California, USA. These experiences have broadened his operational outlook and strengthened his analytical skills.
His awards include the Security Watch Africa Triple Award, the Crime Reporters Association of Nigeria’s Crime Buster of the Year 2023, and a commendation letter from the Inspector-General of Police. He is also a member of the International Association of Law Enforcement and Intelligence Analysts (IALEA).
Outside work, Robinson is a dedicated family man, married to Mrs. Evelyn Ekiyor Julius and a father.
