As Delta State grapples with a steadily rising population, the strain on public finances is an inevitable consequence. However, the Delta State Contributory Health Commission (DSCHC)/Delta State Contributory Health Scheme (DSCHS) headed by Director General/Chief Executive Officer, Olorogun Dr. Isaac Akpoveta (DMP), has emerged as a beacon of progress in managing this challenge.

The State, known for its progressive policies in Nigeria, has made significant strides in advancing health care through DSCHS. This scheme represents a pivotal component of State’s health policy, aiming to ensure that every citizen has access to essential health services while promoting financial sustainability. This commentary explores the successes of DSCHC/DSCHS, led by DG/CEO Isaac Akpoveta, highlighting his impact on public health, his alignment with global health standards, and the challenges he has addressed within the State.

Olorogun Dr. Isaac Akpoveta (DMP)

  1. Comprehensive Coverage and Increased Accessibility

One of the most notable successes of DSCHS is its comprehensive coverage, which has substantially increased accessibility to health services for a significant portion of the population.

The scheme was designed to provide health coverage to all registered members, including those in the informal sector and rural areas, who traditionally faced barriers to accessing quality care.

The scheme offers a broad range of health services, including preventive care, primary health services, hospital care, and specialist treatments. This comprehensive approach ensures that members receive continuous and holistic care throughout their lives, from routine check-ups to complex medical treatments. By expanding coverage to previously underserved areas, the scheme has greatly improved access to health care for rural and low-income populations, thus reducing health disparities across the country.

  1. Financial Sustainability and Economic Impact

DSCHS is also noteworthy for its emphasis on financial sustainability. The scheme operates on a model where contributions are made by both employers and employees, ensuring a steady flow of resources to fund health services. This model helps to spread the financial risk associated with health care, making the system more resilient to economic fluctuations and reducing the burden on public finances.

The DSCHC/DSCHS under Dr. Isaac Akpoveta has demonstrated its effectiveness in maintaining financial stability while delivering high-quality health services. By leveraging contributions from both the public and private sectors, the State government created a health financing system that balances sustainability with comprehensive coverage. This approach has not only improved health outcomes but also contributed to economic stability by reducing out-of-pocket expenditures and minimizing financial barriers to health care.

  1. Alignment with Global Health Standards

Dr. Isaac Akpoveta has aligned DSCHS with global health standards, particularly those set by the World Health Organization (WHO) and the United Nations Sustainable Development Goals (SDGs). The scheme’s focus on Universal Health Coverage (UHC) reflects Delta State Governor, Rt Hon Sheriff Oborevwori commitment to ensuring that all citizens have access to essential health services without facing financial hardship.

Dr. Isaac Akpoveta has also incorporates principles of equity and inclusiveness, which are central to the WHO’s vision of UHC. By providing coverage to all sectors of society, including vulnerable groups, DSCHS addresses health inequalities and promotes social justice. This alignment with global health standards has earned Dr. Isaac Akpoveta recognition as a leader in health care reform in Nigeria, setting a benchmark for others to follow.

  1. Improved Health Outcomes and Quality of Care

The successes of the Health Scheme within the last one year are reflected in the improved health outcomes and quality of care experienced by its members. Dr. Isaac Akpoveta has facilitated increased access to essential health services, resulting in significant gains in public health indicators.

For instance, he has personally paid off and registered hundreds of indigents and physically challenged in the State and attracted many of his associates who sponsored thousands of people in the scheme.

Additionally, Dr. Isaac Akpoveta’s focus on preventive care has led to better management of chronic conditions, such as diabetes and hypertension. Regular check-ups, health screenings, and educational programs have empowered individuals to take control of their health, leading to a decrease in the incidence of complications and hospitalizations.

  1. Strengthening Health Infrastructure

DSCHC has also played a critical role in strengthening Delta State’s health infrastructure. The influx of funding from contributions has enabled the government to invest in health facilities, upgrade equipment, and improve the quality of care.

This investment has led to the construction of new health centers and the renovation of existing ones, enhancing the capacity to deliver services. Additionally, the scheme has supported the training and development of health professionals, ensuring that they are equipped with the skills and knowledge required to provide high-quality care.

The improvement in health infrastructure has not only enhanced service delivery but also created job opportunities and stimulated economic growth in the health sector. By investing in health facilities and personnel, Delta State has built a robust health system capable of meeting the needs of its growing population.

  1. Community Engagement and Awareness

Another significant achievement of Dr. Isaac Akpoveta is his focus on community engagement and awareness. Through DSCHS he has implemented various initiatives to educate the public about the benefits of health coverage and encourage participation in the scheme.

Public awareness campaigns, community health workshops, and outreach programs have played a crucial role in increasing enrollment and ensuring that members understand their rights and responsibilities under the scheme. These efforts have fostered a sense of ownership and responsibility among citizens, contributing to the overall success of the scheme.

  1. Challenges and Future Directions

While the successes of DSCHC/DSCHS are commendable, there are ongoing challenges that need to be addressed. These include managing the rising costs of health care, continual addressing coverage gaps, and ensuring that the scheme remains inclusive and equitable.

Future directions for DSCHS should include exploring more innovative financing mechanisms, enhancing coverage for more marginalized groups, and leveraging technology to improve service delivery. By addressing these challenges and building on its successes, DSCHC/DSCHS can continue to advance its health care system and ensure that all residents of the State benefit from high-quality, accessible health services.

Conclusion

DSCHC/DSCHS under Dr. Isaac Akpoveta stands as a model of success in health care reform, demonstrating significant achievements in expanding coverage, maintaining financial sustainability, and improving health outcomes. His alignment with global health standards and his focus on comprehensive, equitable care have positioned Delta State as a leader in health care innovation. As the State continues to address emerging challenges and build on its successes, Olorogun Dr. Isaac Akpoveta remains a cornerstone of Delta State’s commitment to achieving UHC and advancing the well-being of its population.
